He is survived by daughters Jody Evans and Jill Lombardi, her husband Michael, and grandsons Nicholas and Jared Lombardi.

Jay retired from the Pennsylvania Higher Education Assistance Agency after 30 years, serving as President and CEO, and was a past President of the National Council of Higher Education Loan Programs. Earlier in his career, he taught in the Central Dauphin School District, coaching baseball and football.

His extensive experience in college football and basketball earned him recognition as an NCAA, NIT, and FIBA (International) basketball official. Jay was a past president of the College Basketball Officials Association and a life member of the Naismith Memorial Basketball Hall of Fame.
